Special court handling problems of delinquent, neglected, or abused children. Two types of cases are processed by a juvenile court: civil matters, often concerning care of an abandoned or impoverished child, and criminal matters, arising from antisocial

The court portion of the complex will open in September. Workers still need to install some computer lines and then it is a matter of providing a period of time to notify families that their cases will be heard in Lancaster rather than in Monterey Park, court officials said.

``This court will service this community better than it ever has,'' Nash said.

The two new courtrooms will replace a dependency court that opened three years ago after a heavy lobbying campaign by community leaders. Since July 1995, that court has received no new cases because of an already heavy caseload case·load
