Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country, - The Newhall Ranch project suffered another blow this week when the state Supreme Court upheld a lower court ruling ordering further environmental studies before new water allocations can be approved. The 22,000-home development planned west of Santa Clarita relies on an additional water entitlement sought by the Castaic Lake Castaic Lake is a lake on Castaic Creek formed by Castaic Dam, in northwestern Los Angeles County, California, near the town of Castaic. Locally, the CLWA purchased 41,000 acre-feet of water from Kern County water districts to help support future development. Of that water, 10,000 acre-feet was slated for the Newhall Ranch project. CLWA General Manager Robert Sagehorn said that this decision casts a shadow over plans to store water, and if the department doesn't honor its contract, it would invalidate deals that already have been made. Sagehorn said the agency is confident its contract with the state will be honored. CLWA also has made other investments that will assure future water supply to the Santa Clarita Valley The Santa Clarita Valley is the valley of the Santa Clara River in Southern California. It stretches through Los Angeles County and Ventura County. Its main population center is the city of Santa Clarita. The valley was part of the 48,612-acre (19,672. , he said. ``We believe that there was adequate authority within the original contract for the department to implement the water transfers we have relied on,'' Sagehorn said. ``We see no impact to the programs of the CLWA.'' The agency used the figures in its recent Urban Water Management Report, which will be submitted to the state by the end of the year, saying there will be plenty of water to supply the massive Newhall Ranch project and other developments. Lynne Plambeck, first vice president of the Santa Clarita Organization for Planning the Environment, said the agency shouldn't count on that water supply. Now, not only does CLWA need to worry about the EIR ruling but whether there will be a validation proceeding of existing contracts. ``They shouldn't have made these contracts . . . pending litigation An action brought in court to enforce a particular right. It allows more flexible operation of state water facilities, permanent transfers of entitlements between contractors, and the transfer of land to certain contractors in exchange for permanent retirement of 45,000 acre-feet of state water.
