PALMDALE Palmdale, city (1990 pop. 68,842), Los Angeles co., S Calif., in the irrigated Antelope Valley; a growing residential suburb of Los Angeles near Little Rock Creek where it forms Lake Palmdale Reservoir, inc. 1962.  -- Ramping up another element of the city's Partners for a Better Palmdale, applications are now being accepted for the inaugural citizen academy -- a course on how municipal government really works.

The academy will include sessions on the city's past, the workings of city administration, law enforcement and crime prevention programs, economic development, city maintenance work, the services available for residents and collaborative efforts the city has with other agencies.

The first Palmdale Partners Academy is scheduled to begin on Sept. 13 and will run Thursdays through Nov. 8.

"The Palmdale Partners Academy will help volunteer citizens gain a better understanding of local government, the community, the resources and how to get things done," said Bill McLeon, the city's personnel director who is overseeing the academy.

Palmdale Mayor Jim Ledford said the academy will give its participants a "reality-based" education on how city government really works. During the academy sessions, participants will interact with city staff and learn the challenges facing municipal governments. Participants will learn about the city's future goals.
