COUNTY WATCHING TROUBLED SHELTER; COMMITTEES TO OVERSEE IMPROVEMENTS AT CASA PACIFICA.

 going to get monthly reports of any problems they've had and the correction to that problem, as well as payments on the loan,'' Supervisor Frank Schillo said in an interview Tuesday.

An oversight committee composed of county and Casa Pacifica officials, the schools superintendent, and foster care and group home representatives will monitor the shelter's performance.

Four subcommittees will watch its finances, its admissions and discharges, the quality of care and outcomes of its patients, and its cooperation with other agencies.

The panels' scope would encompass other child welfare programs in the county besides Casa Pacifica, said Executive Director Steve Elson.

``I think the oversight committee's purpose will be broader than Casa Pacifica, and will be looking at the whole system,'' he said.

However, a rash of serious problems at the crisis center prompted the action, and will be the main focus of the oversight committee.

``I think the work-group report recommendations, along with the (suggestions of the) state review team that was here in early May, will go a long way toward resolving concerns that others have had and we have shared,'' Elson said.

``I certainly think it's a very hopeful sign that there have been further recommendations made for improvements,'' said Dave Dodds, assistant deputy director of the social services department's community care licensing division.

``There's a whole host of things they were working on, and I think that the changes approved yesterday offer Casa Pacifica additional negotiation elements to work out with the local licensing office,'' he said.

Nevertheless, Schillo called for sharp action if no improvement is seen.

``We'd recommend that the administration of Casa Pacifica be fired'' if they don't perform, he said. ``I think they have a problem, and their problem still is their executive director (Elson), who is not cooperating and is still not cooperating.

``A good administrator would not have got them into this problem in the first place,'' he said.

Schillo said Elson did not provide him with information on the citations that led to the state's threat to revoke the shelter's license. Schillo said he obtained the documents directly from Sacramento.

Elson said he does not expect releasing data to be a problem again.

``I will certainly strive to make sure that he and all the Board of Supervisors . . . will get as much information as he needs,'' he said.
