COUNTY TO HOLD VOTE ON LIBRARY DIRECTOR.

The Ventura County board plans to decide Tuesday whether to extend his contract for six months at $9,000 a month, and to increase his housing allowance for that period from $500 to $1,000 a month.

``He's been here just on a temporary basis. He lives in Chino Chino (chē`nō), city (1990 pop. 59,682), San Bernardino co., S Calif.; founded 1887, inc. 1910. It is the business and processing center of a diversified farming (notably dairying) area.  and has been traveling back and forth,'' said Supervisor Frank Schillo. ``We're giving him a little extra for living expenses so he can bring his family over here. It's asking an awful lot for a guy to spend this much time away from home.''

Rowe, who does not work Fridays, could not be reached for comment.

Rowe's work on the county library reorganization has shown concrete results in the branches, but more work needs to be done, Schillo said.

``Reorganizing and showing that we have gotten all the fat out of the system is the first step,'' Schillo said. ``We have a long way to go before we have an adequate library system for our citizens in Ventura County.''

County staffers are being redeployed from administrative positions to the branch libraries. As of Sept. 2, the county's largest libraries, including the Moorpark, Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. , Camarillo Camarillo (kă'mərē`yō), city (1990 pop. 52,303), Ventura co., S Calif.; inc. 1964. It is the center of a fertile farm area where citrus fruits and flowers are grown. , Foster and Wright libraries, each saw their hours expanded by eight to 36 hours a week.

However, reassigning staffers has proved to be a slower process than anticipated, Schillo said.

``When you're moving people around and changing their job titles and changing their responsibilities, it's something that you have to do sensitively,'' he said.

Schillo said he is not worried about the delay.

Another big task facing the Library Services Agency is forming a joint-powers agreement between the county and the seven cities Seven Cities may refer to:
  • The mythical "Isle of Seven Cities", also known as Antillia

 it serves.

Schillo said he hopes to keep Rowe on board to complete that job.

``Richard Rowe has done such a really good job and I would like to think that he would even stay here and take over some longer responsibilities,'' Schillo said.

Other county officials agreed with Schillo.

``I think he is one of the finest people I've ever seen in county government,'' said Supervisor John Flynn. ``He's done an excellent job.''
