COUNTY SETTLES WITH TWIN.

As part of the settlement, Ray Nugent agreed to drop a federal lawsuit against the county seeking $13 million, amounting to $1 million for each day he was kept in jail with violent criminals.

Nugent, who now lives in his hometown of Alexander, Ark., said he plans to use the money to publish a book he wrote and buy his mother a house.

Ray Nugent insisted he doesn't know his brother's whereabouts.
