LOS ANGELES Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  - Los Angeles County supervisors voted Tuesday Tuesday: see week.  to seek an independent counsel's review of the Twin Towers jail death of a homeless Palmdale man.

Special Counsel Merrick Bobb will review the case along with reports from outside medical experts of his own choosing, and report back to the board in 90 days.

The issue arose after the supervisors two weeks ago approved a $600,000 payment to the sisters of Kevin Evans Ev·ans , Herbert McLean 1882-1971.

Evans, 33, had been sent to Twin Towers by a Lancaster Superior Court judge after he was stopped by a deputy for pushing a shopping cart.

An autopsy found damage to his neck as well as evidence of severe heart disease, and attributed his death to heart disease and ``the effects of restraint against combative com·bat·ive

The request to Bobb was substituted for Supervisor Gloria Molina's original motion to hire a consultant and provide a budget to review and make recommendations on existing use-of-force policies in the Sheriff's Department.

The use of force is already within Bobb's purview The part of a statute or a law that delineates its purpose and scope.

Tuesday's board action also directs the county counsel to issue monthly reports on the status of all pending cases alleging excessive force.

The supervisors met in closed session Monday to interview the three finalists to head the newly created office of independent review, which Baca formed to oversee his department's internal affairs Internal affairs may refer to:
