 on local issues, but has no binding power.

``They're not a county adjunct,'' said David Vannatta, Antonovich's planning deputy. ``They're supposed to be free-standing. We always encourage Agua Dulce to work things out in the community.''

The reaction comes in response to a Dec. 14 letter written by Councilwoman Tana Lampton. In it, she asked Antonovich to help the council obtain binding arbitration in the matter of Michael Sullivan Michael Sullivan may refer to: Michael Sullivan

, elected Nov. 5 to the council. The town charter requires candidates to be registered voters in Agua Dulce at least one year before filing for candidacy. Sullivan registered to vote a month before entering the race, but supporters argue he was eligible because he was registered elsewhere in the county.

Lampton could not be reached for comment.

At the suggestion of the county, the seven-member council held a mediation session Dec. 3 in which members agreed to accept Sullivan. That agreement fell apart the next day when Lampton changed her mind because Town Council candidate Howard Carlip was left out of the proceedings. Some council members had tapped Carlip to replace Sullivan after questions arose about Sullivan's candidacy.

,'' Lampton said in the Dec. 14 letter. ``I believe Mr. Carlip, as a duly elected representative, was disenfranchised.''

Now some Town Council members are calling for a disciplinary hearing to censure Lampton, whom they said wrote the Dec. 14 letter on council stationery without the group's input. Sullivan said it is not the first time Lampton has acted independently of the council.

``What I would like to see happen is for her to stop writing letters,'' Sullivan said. ``All it does is cause conflict.''

In November, the detective and his supporters formed their own council after some members, including Lampton, refused to seat him because of the voter registration Voter registration is the requirement in some democracies for citizens to check in with some central registry before being allowed to vote in elections. The groups consolidated about two weeks ago when Sullivan and two other new members were sworn in during a formal ceremony.
