Attorneys for the county are advising the county Claims Board to vote at its Monday meeting to recommend approval of the settlement by the Board of Supervisors.

The claims, for services provided at the county's Rancho Los Amigos AMIGOS Advanced Mobile Integration in General Operating Systems  Medical Center in Downey between July 1990 and December 1993, were submitted late to the state because of a defective electronic billing Electronic billing is the electronic delivery and presentation of financial statements, bills, invoices, and related information sent by a company to its customers. Electronic billing is also referred to as the following:
  • e-billing
  • EBPP
 system.

An attempt by the system's vendor to correct a software deficiency inadvertently labeled Medi-Cal accounts as billed when they actually had not been billed, officials said.

The error was discovered after the one-year period allowed for submission of claims, and the state Medi-Cal program denied payment.

The county filed two lawsuits with claims totaling $25.3 million, but the county's attorneys say a trial would be costly and would consume considerable staff time yet still could result in the county recovering even less than $10.5 million.
