COUNTY MAY OK HOUSES; 2ND MAJOR PROJECT FACING CHALLENGE.

Los Angeles County supervisors are expected today to approve the 21,615-home Newhall Ranch project northwest of the San Fernando Valley San Fernando Valley

, while a Ventura County environmental group mounts another challenge to the 3,050-unit Ahmanson Ranch on the Valley's west flank.

The widely anticipated approval of Newhall Ranch - the county's largest-ever project - marks the culmination of months of negotiations over such issues as open space, urban sprawl and water availability. Ventura County and the city of Santa Clarita have been among the agencies opposed to Newhall Ranch, which would encompass 12,000 acres, from the Golden State Freeway The Golden State Freeway is a north-south freeway running through Kern County and Los Angeles County, California. Originally built as U.S. Highway 99, it was re-signed as Interstate 5 in 1964.  west to the county line.

``I think the county has paid a great deal of attention to city issues. They've been working through the city's concerns point by point,'' said Santa Clarita Councilwoman Laurene Weste. ``They're trying to find some middle ground. . . . We've come a tremendously long way and that's what you ask for in negotiations.''

But Councilwoman Jill Klajic said too many questions remain unanswered for the project to be approved. And Ventura County officials stand ready to file a suit to halt the project because of potential environmental problems they see crossing the county line.

Water availability is at the heart of a new challenge to Ahmanson Ranch, a 2,800-acre development proposed near Agoura Hills, just over the Ventura County line.
