COUNTY MAY HAVE ERRED IN DISQUALIFYING TERM LIMIT INITIATIVE.

Byline: Matt Krupnick Staff Writer

A Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County official said Thursday Thursday: see week.  her office may have erred in throwing out a measure by a La Crescenta man to limit county supervisors to two four-year terms.

Registrar-Recorder/County Clerk Conny McCormack said proponents of the initiative are probably correct in claiming they submitted enough valid signatures in June to place the item on the county ballot. McCormack's office spent more than $250,000 in overtime counting the nearly 300,000 signatures, before disqualifying dis·qual·i·fy

 the petition Aug. 7.

Members of Voters Organized for Trustworthy Elections have been at the registrar's office since Aug. 9 recounting the more than 101,000 signatures declared invalid Null; void; without force or effect; lacking in authority.

For example, a will that has not been properly witnessed is invalid and unenforceable.

INVALID. In a physical sense, it is that which is wanting force; in a figurative sense, it signifies that which has no effect.
. The measure fell 1,120 valid signatures short of qualifying for the ballot.

``We have found enough signatures to bump us over,'' said 23-year-old Christopher Skinnell, who has led the group since it began its effort last summer.

The group's first initiative, which included another issue, was scrapped late last year after courts decided an initiative could only include one item.

The five supervisors are not limited by current laws. Each board member represents about 2 million people in Los Angeles County.

An informal check of the additional valid signatures found by the organization will be concluded today, McCormack said, and will most likely verify (1) To prove the correctness of data.

 the group's claims.

County lawyers have told McCormack the petition cannot be reconsidered by her office, meaning Skinnell will most likely end up in court next week.

``There's nothing in the law that addresses a recertification recertification Recredentialing Graduate education A process in which a professional is periodically re-evaluated–eg, every 10 yrs by an accrediting body to assure continued provision of safe, high-quality health care ,'' McCormack said. ``It's sort of a loophole An omission or Ambiguity in a legal document that allows the intent of the document to be evaded.

Loopholes come into being through the passage of statutes, the enactment of regulations, the drafting of contracts or the decisions of courts.
.''

The group missed last Friday's deadline to place measures on the Nov. 7 ballot, but McCormack said a judge could order the county to put the item on the ballot before the Sept. 6 printing date. The group will go before a judge with or without the county's cooperation, Skinnell said, but proponents prefer McCormack's help.

``If she signs a form saying, yeah, we messed up, that puts them on our side in court,'' Skinnell said. ``It would make our job a lot easier if we didn't have them contesting us in court.''
