COUNTY FACILITY TO TRAIN FIRE CREWS; LANCASTER WELCOMES $3.5 MILLION CENTER.

A $3.5 million fire training and vehicle service complex, described as the ``cream'' of Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County Fire Department's training facilities, was dedicated Thursday.

Under controlled conditions, firefighters using the center can practice finding people in smoke-filled rooms, train at rappelling down a building or cliff, and study such fire behavior as flashovers and back drafts.

``This is the cream of everything we have,'' said Dave Horn, assistant fire chief.

The Antelope Valley
 firefighters no longer have to travel to either the East County Regional Training Center in Pomona or the Los Angeles Regional Training Center.

Primarily designed for drilling for firefighters from the Antelope and Santa Clarita valleys The Santa Clarita Valley is the valley of the Santa Clara River in Southern California. It stretches through Los Angeles County and Ventura County. Its main population center is the city of Santa Clarita. The valley was part of the 48,612-acre (19,672. , North County Regional Training Center and Fire Fleet Services Fleet is a motorway service station on the M3 near Basingstoke. It is owned by Welcome Break. It was originally built in a Scandinavian style and in 1992 won "Loo of the Year".  Building also will be used by firefighter trainees and for classes for the local community.

The complex includes a 3-story, 7,518-square-foot drill tower containing an artificial smoke system, lights to simulate flames, and second- and third-floor search and rescue maze rooms that can be altered with portable wall panels and doors.

It also includes a 5,508-square-foot building with three classrooms, an area for a future communications center An agency charged with the responsibility for handling and controlling communications traffic. The center normally includes message center, transmitting, and receiving facilities. Also called COMCEN. See also telecommunications center.  that can be used as an emergency operations center The Emergency Operations Center, or EOC, is a central command and control facility responsible for carrying out the principles of emergency preparedness and emergency management, or disaster management functions at a strategic level in an emergency situation, and ensuring  during disasters, two offices, a restroom and a locker room.

A 16,615-square-foot fire fleet services building has two 3-ton cranes and four vehicle hoists. The building allows equipment to be serviced in the Antelope Valley instead of having to be sent to East Los Angeles East Los Angeles, uninc. city (1990 pop. 126,379), Los Angeles co., S Calif., a residential suburb of Los Angeles, in an industrial area. It has a large Mexican-American population. There is a performing arts center and a cultural center. A junior college is there. .

``It's a much quicker turnaround time (1) In batch processing, the time it takes to receive finished reports after submission of documents or files for processing. In an online environment, turnaround time is the same as response time. ,'' Horn said. ``You don't have all that waiting.''

The site also contains Fire Station 129, which opened in 1995, and a helicopter landing pad and maintenance facility.

The complex is the result of a March 1992 agreement between Lancaster and the county for building $144.4 million worth of county facilities in the city.

Under the plan, county buildings are financed by bonds backed by property tax money collected in the city's redevelopment areas and which formerly went to the county treasury.
