COUNTY ADMINISTRATOR SAYS RETIREMENT LOOMS.

Ventura County Chief Administrative Officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  Lin Koester said Wednesday that his retirement is on the horizon but no date has been set.

Koester said the failed health care and welfare agencies merger and the prospect of the county losing up to $15 million in health care reimbursements has taken a toll, but it will not play a significant role in determining a retirement date.

``I haven't made a decision yet,'' he said. ``There has been some stress involved. But that is not the single issue that would make a decision for me one way or the other. It's part of the job.''

Koester's four-year, $150,456-a-year contract expires July 16.

Although Koester said he has no future job lined up, he said he would consider an interim high-level management position with a city or county. Meanwhile, Supervisor John Flynn said his board has not begun to even consider a replacement for Koester.

``He hasn't submitted any resignation yet,'' Flynn said. ``No one wants to see him go. I think Lin has done a good job. I'm very happy with his performance.''

 Mahon said he does not believe Koester will retire before the end of the fiscal year, on June 30.

``Knowing him, I can't imagine him running out in the middle of the budget process,'' Mahon said. ``He's obviously an outstanding CAO and he's done a terrific job for the county.''
