 Agency. Flynn said the move should speed the process of helping welfare recipients find jobs under the California Work Opportunity and Responsibility for Kids program.

``You want to bring together under one agency those programs that are related,'' he said. ``If they are not there, it creates communication problems.''

To pay for the new positions, the supervisors are expected to approve spending $137,497 for the remainder of the budget year through June and $274,994 for the 1998-99 budget year. The county would be reimbursed for those expenditures by the federal government under the Job Training Partnership Act, from which the WDD (Windows Distributed Desktop) Software from Tektronix, Wilsonville, OR, that allows Unix workstations and X terminals access to Windows applications running under an enhanced version of Windows NT or Windows 2000 Server.  was created.

The eight positions are a one-stop service center coordinator, two job preparation trainers, a business resource center coordinator, three receptionists and a youth programs coordinator. They would be stationed at the one-stop service centers, which provide job training and referrals; drug, alcohol and emotional counseling; and legal services legal services n. the work performed by a lawyer for a client.  for parents seeking child support.

The new reform law caps benefits at five years and strips new applicants of funding if they do not find a job, enter a job training program, or perform community service work after 18 months. Those receiving benefits before Jan. 1 have a two-year deadline.

Flynn called for placing the Workforce Development Division within the Public Social Services Agency because the formerly independent operation has been under the interim control of the county Chief Administrator's Office for nearly two years.

Many WDD offices across the state choose to remain independent of any county office, Flynn said.

Marty Robinson, the county's chief deputy administrative officer, said she was not familiar with Flynn's plans and would not comment.
