COUNTY'S SERVICES GET MIXED REPORT CARD.

The state's first report card on county services gave Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County low grades Thursday for poor road maintenance, shoddy shod·dy

Hill said her staff prepared the report to help lawmakers gauge how well each of the state's 58 counties is performing a variety of services, from keeping roads in repair to keeping jail inmates locked up.

While California's wealthiest counties generally scored better than the rest, Hill said performance varied widely from county to county.

``I think it really highlights that most counties do have limited resources, and service demands are high,'' she said. ``I think it was all over the map.''

Among the findings:

Los Angeles County was one of six where more than 25 percent of county-maintained roads are in poor condition. Ventura and Kern Kern, river, 155 mi (249 km) long, rising in the S Sierra Nevada Mts., E Calif., and flowing south, then southwest to a reservoir in the extreme southern part of the San Joaquin valley. The river has Isabella Dam as its chief facility.  counties had 10 percent to 25 percent of their roads in bad shape, while five counties, including Orange County, had less than 10 percent.

The county finished dead last in collections of court-ordered child support. Its collection rate was less than one-fifth that of Sonoma County, which had the highest ranking statewide. Ventura County ranked second in child-support collections, the report found.

Los Angeles County had one of the highest rates of criminal defendants failing to appear in court after being released from custody, with 1,074 unserved warrants for every 10,000 people. Ventura County's rate was 1,230, while Fresno County posted the highest statewide with 1,611.

County Chief Administrative Officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  David Janssen cautioned against drawing too many conclusions from the report, since many variables can affect how county agencies perform.

``It's interesting,'' he said. ``It will lead me to start asking questions.''

Janssen noted that the county has devoted more resources to child-support collection efforts since the 1996-97 data used in the report were gathered.

``Our success rate in that area is much greater than it was,'' he said.

Janssen said he would need more information before trying to make recommendations about improving road work or lowering the number of outstanding warrants. But he said he hopes state officials continue to collect and analyze data about how well agencies perform.
