COUNTIES SET PLAN TO REPAIR HIGHWAYS.

Transportation authorities for the three counties have agreed to a plan in which individual transportation projects along highways 14 and 395, and the Highway 120 corridor would be split four ways.

The agreement calls for 40 percent of a project's cost to be paid by the county in which it is located, 40 percent by the state and 10 percent by each of the other two counties.

The Kern County project identified for the agreement is the widening of a 10-mile stretch of Highway 14 from two lanes to four lanes and the construction of an interchange An interchange is a location where two things meet, usually perform some kind of exchange, and possibly go on their ways again. The agreement will advance the $40 million project by two or three years, officials said. With the agreement, construction could occur in 2005 or 2006.

``We're glad we were able to come to a consensus on this project. This is the way the state Transportation Commission wants us to do business,'' said Ron Brummett, executive director of the Kern Council of Governments, Kern County's transportation authority. ``This will save time for L.A. residents traveling to the eastern Sierras.''

The improvements will also greatly enhance safety, Brummett said.

The agreement still must be approved by the California Transportation Commission. It is expected that the agreement will be submitted to state officials in January for their consideration.
