Councilman Michael Markey is reviving a proposal to require blinders blind·er n. 1. blinders A pair of leather flaps attached to a horse's bridle to curtail side vision. Also called blinkers. 2. Markey intends to urge fellow council members to consider newsrack restrictions in response to residents' complaints that explicit material is visible to young people. A 1994 state law would give cities some flexibility in dealing with explicit material. But the law's constitutionality has been challenged and an appeal is pending in the federal courts. ``There's still a concern in the community about it. I don't want it to fade,'' Markey said. ``I think it's important enough for us to do it now.'' Markey has recommended that the council decide whether to write a blinders ordinance. If the council decides to move forward Tuesday, the city attorney would draft an ordinance that the council could review. The council could not formally approve and enforce such an ordinance until such a ban is ruled legal. ``After we do that, if we can implement, then we can go ahead and implement it,'' Markey said. ``It's always been an issue that we've been staying on top of,'' he noted. ``What it achieves is you don't have explicit material in view of kids.''
