Fullerton Mayor Chris Norby, founder of the organization, scheduled Singer's talk after reading a newspaper article about discussions among Lancaster and Palmdale officials on potential for the two cities to share sales tax revenue as a way to discourage companies from playing one city against the other.

``I think it's the only way we can eliminate the competitive practices we've had in the past,'' Singer said.

The idea of sharing sales tax revenue has been brought up a number of times. The latest negotiations began in August, and this time officials from both cities have expressed interest.

Even if officials of the two cities reached agreement in principle, crafting an agreement and putting it before the voters likely would take months.

 also planned to attend the San Francisco conference Saturday. Singer said it would offer views different from those at another recent statewide conference on redevelopment.

``I'm catching both sides of the coin,'' Singer said. ``I do believe we need to reform redevelopment. Maybe there is a middle ground we can aspire to aspire to

Singer made redevelopment reform one of his campaign planks when he ran for the council in 1994. In August 1996, Singer proposed revamping the redevelopment agency so that its board would be elected directly by voters, and he also called for requiring voter VOTER. One entitled to a vote; an elector.  approval before any bond issue.

Lancaster's five City Council members now double as the redevelopment board, with authority to issue revenue bonds without voter approval.

Singer's plan was shelved by a 3-2 vote. The council majority said voters already determine the redevelopment agency's direction by electing City Council members.
