COUNCILMAN QUITS, OFFERS REPLACEMENT.

Terry Judge resigned from the Palmdale City Council effective Thursday, but before leaving he suggested a political outsider Outsider often refers to one identified as on the periphery of social norms, one living or working apart from mainstream society, or one observing a group from the outside, as used in:

Council members said they had enjoyed working with Judge and looked forward to working with him in his new role at the Palmdale station.

Judge, 44, was first elected to the City Council in April 1994.
