COUNCIL WEIGHING IMPACTS OF UNIVERSITY.

Although the City Council has voted to support a public, four-year university in Ventura County, at least one backer is worried about the impacts a large university community might have on surrounding areas.

Zeanah, however, felt the impacts generated by the planned university development were too great. Thus, she voted against the resolution supporting the plan for a university at the former state hospital, saying that the current plan calls for an urban center on the sprawling 700 acres just west of Newbury Park.

``The question is `Do we or do we not want a state university in the county?' '' he said. ``There will be studies and environmental impact reports, and the city will have input in the planning process.''
