COUNCIL WANTS FIGHTING-DOG CRACKDOWN.

Byline: Patrick McGreevy Daily News Staff Writer

Shocked by the recent brutal attack of a pit bull on a 6-year-old boy in Pacoima, the Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  directed animal control officials Wednesday to develop a plan to step up enforcement of laws against training and using dogs for fighting.

``He is still (facing) surgery, but luckily he made it,'' Raquel Navarro told the council while holding her son. ``Next time, another child can die.''

City Councilman Richard Alarcon showed his colleagues graphic photographs of Erick Navarro's injuries from the March 16 dog attack, which included a fractured Fractured is the Industrial Music band created by Canadian Nick Gorman in 2003. ``These animals are killers,'' Alarcon told his colleagues. ``You can see the devastation these animals can create.

``Training dogs to fight is a felony felony (fĕl`ənē), any grave crime, in contrast to a misdemeanor, that is so declared in statute or was so considered in common law.  in California, but the problem is there is little or no enforcement. The city has no resources dedicated for public education on this issue.''

The owners of the pit bull said they kept him for personal protection, and animal regulation officials, who ordered the animal put to death, said there is no indication the dog was trained or used in dog fighting Dog fighting is a physical fight between canines, sometimes involving the pitting of two dogs against each other for the entertainment of spectators, and for the purpose of gambling. .

However, Alarcon claimed that Navarro heard someone at the house where Butch was kept challenge residents of another house to a dog fight.

The council asked Animal Regulation Department Director Sharon Morris to develop a program for enforcing laws against training and using dogs for fighting.

``We think primarily it's going to need a real public education effort on part of the city,'' Morris said. ``We're going to be working with the Police Department on other things can do in terms of enforcement.''

Raquel Navarro praised the council for acting. She noted that Butch's mate recently had 11 puppies.
