To help recover the rising cost of providing numerous parks, recreation and after-school programs, fees will increase 2.8 percent across the board, which is in keeping with the increase in the cost of living in the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  area, officials said.

Councilman Frank Ferry said he was reluctant to raise fees for parks and recreation programs because Santa Clarita residents are not given first shot at registering for the coveted cov·et

``It's a hard decision to make, but we have no choice until we reach a solution with the county,'' Ferry said.

Mayor Cameron Smyth Cameron Smyth is a Republican who has represented Califoria's 38th Assembly district since December of 2006. He succeeded Keith Richman who was term limited.

Prior to being elected to the state legislature, Assemblyman Smyth served on the Santa Clarita City Council, where he

The increases were part of the $164.7 million budget also approved Tuesday by the council, but they required separate action for being implemented through changes in city ordinances.

In addition, the City Council raised the city's storm-water utility fee from $21 to $22 to cover the cost of complying with new state regulations designed to reduce the amount of polluted runoff dumped into the ocean.

The City Council also established four new fees, including $1 per hour for the after-school P.L.A.Y. program and new developer and permit charges.

Santa Clarita expects to garner about $365,000 in additional revenue, though the city will not spend that money until at least December because of the state budget crisis, Boswell said.
