zone within the existing 310 area code to delay the need for another area code in the city.

Under the proposal going to the state Public Utilities Commission next week, a 424-area code would be created but applied only to fax machines, ATMs, credit card machines and the like.

``This is a way to save 260,000 telephone numbers and avoid the expense of creating a new area code,'' Councilwoman Janice Hahn Janice Hahn is a member of the Los Angeles City Council representing the 15th district. Hahn was elected in 2001 and reelected in 2005, running unopposed. The 15th District encompasses the Los Angeles communities of Watts, Wilmington, Harbor Gateway, Harbor City, Athens on the  said.

But Jackie Bachrach of the South Bay Coalition of Cities said a technology overlay zone would not affect cell phones while keeping new numbers available to avoid the need to create a new area code.

``Today, we're talking about the 310 area code, but it could be every other area code tomorrow,'' she said.
