COUNCIL TO START DELIBERATIONS ON MAYOR'S BUDGET.

The council formally received the budget Friday.

Councilman Richard Alatorre Richard Alatorre is a politician, and a member of the Democratic Party. Alatorre has served as a member of the Los Angeles City Council. He was the first Latino to serve on the council in 23 years. , who chaired the Ad Hoc Committee ad hoc committee A committee formed with the purpose of addressing a specific issue or issues, which theoretically is disbanded once its raison d'etre is finished  on the Budget, said changes made by the committee reflect a new view of public safety.

``We are redefining public safety to be more than how we control the streets,'' Alatorre said. ``We have got to look at public safety as parks and libraries, as streets and lighting.''

The council committee proposed reducing the number of new officers to be hired next year from the 710 Riordan is seeking to 450.

Councilman Mark Ridley-Thomas released a survey showing that residents of his district were divided over the issue, with most opposed to Riordan's proposed increase in the LAPD 1. LAPD - Link Access Procedure on the D channel.
