COUNCIL TO PICK REPLACEMENT SMYTH SET TO LEAVE FOR ASSEMBLY POST.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  -- The City Council said Tuesday it planned to appoint a replacement for Councilman Cameron Smyth Cameron Smyth is a Republican who has represented Califoria's 38th Assembly district since December of 2006. He succeeded Keith Richman who was term limited.

Prior to being elected to the state legislature, Assemblyman Smyth served on the Santa Clarita City Council, where he
, who won a landslide election last week to the state Assembly.

The decision, which is preliminary pending Smyth's resignation, is key because an appointee APPOINTEE. A person who is appointed or selected for a particular purpose; as the appointee under a power, is the person who is to receive the benefit of the trust or power.  handpicked by the council would have an advantage in an April 2008 election.

Smyth was not present at the meeting.

Councilman Frank Ferry proposed appointing a replacement using a citizen's panel to interview candidates and select a group of finalists for the council to choose from.

Ferry and other council members said there should be plenty of public debate.

``I would want to make sure there is a wide and varied (citizen panel) so no one entity has a say over another,'' Mayor Pro Tem [Latin, For the time being.] An abbreviation used for pro tempore, Latin for "temporary or provisional."

A person who acts as a temporary substitute serves pro tem.
 Marsha McLean said.

The council is required to appoint someone within 30 days of Smyth's resignation or call a special election, which would cost about $175,000.

Smyth was just 1 1/2 years into his second four-year council term when he was elected to replace Assemblyman Keith Richman, R-Granada Hills, who was termed out.

Smyth's seat on the five-member council cannot remain vacant until the next council election, in 2008.

The council can take applications or nominate a candidate from the dais and conduct public interviews. The matter could be sewn up in one session, with interviews and an appointment done on the spot.

Among those the council has considered appointing are former sheriff's Cmdr. Bob Spierer, a past captain at the Santa Clarita Valley The Santa Clarita Valley is the valley of the Santa Clara River in Southern California. It stretches through Los Angeles County and Ventura County. Its main population center is the city of Santa Clarita. The valley was part of the 48,612-acre (19,672.  sheriff's station who effectively served as the city's police chief.

The cities of Simi Valley and Thousand Oaks have appointed people to fill vacant council seats in the last couple of years, and in August the College of the Canyons College of the Canyons is one of the fastest-growing community colleges in the state. According to the National Junior College Research Association, College of the Canyons consistently ranks in the top 50 community colleges in the nation.  board of trustees board of trustees Politics The posse of thugs who oversee an institution's administration.
