The council decided to appoint a replacement rather than conduct a special election, which would have cost $15,000. California City, a community of about 9,500 people, is run on a tight budget that is primarily funded through a special tax of $75 per parcel.

``We really couldn't afford a special election,'' said Vice Mayor Russ Eddington.

Bailey died Jan. 21 from complications of stomach surgery at age 78. A resident of the city since 1967, he had served on the council since 1996 and had just won re-election in November.

Economic development will be one of the major issues facing whoever joins the council. The city is trying to attract enough industry and retail business to allow it to drop the parcel tax.

While the city has made progress toward that end, notably with the addition of a private prison, California City officials say the community still needs the special tax. The council voted last month to put the renewal of the tax before voters in June.
