COUNCIL TO DISCUSS FINANCE OFFICER.

A battle between the mayor and City Council over making the finance officer created by charter reform more than a bill collector is expected to resume Monday.

The council's committee on implementing charter reform is scheduled to take up a letter from Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002.  and City Controller Rick Tuttle Rick Tuttle (born 1940) was Los Angeles City Controller from 1985 to 2001. He stressed the importance of creating a strong democratic influence at UCLA, which was in his words "the best large public university in a major city.  seeking to consolidate a range of jobs in the new Office of Finance.

``The opportunity is for the city to actually make sense from a financial standpoint instead of just standing by the status quo [Latin, The existing state of things at any given date.] Status quo ante bellum means the state of things before the war. The status quo to be preserved by a preliminary injunction is the last actual, peaceable, uncontested status which preceded the pending controversy. ,'' said Jennifer Roth, deputy mayor for finance and policy.

While the mayor and controller's proposal contends the moves would make an unwieldy system more efficient and less costly, council members are urging caution in changing the city's financial administration.

He now represents the 42nd Assembly District which includes Beverly Hills, West Hollywood, and part of Los Angeles in the California State Assembly. He was elected in 2006 on the Democratic ticket. , vice chairman of the council committee. ``These issues are incredibly important for the sound management of the city.''

Councilwoman Laura Chick, the committee's chairwoman, did not return phone calls.

The new charter gives the Office of Finance specific authority to collect revenues - currently a City Clerk In the United States, a City Clerk is an elected or appointed official who is responsible as the official keeper of the municipal records. In some places, the Clerk may be known as the "Village Clerk" or "Town Clerk".  function - and moves the City Treasurer into the office, given the treasurer's responsibility for cash management and investment.

The mayor and controller also want to move revenue estimation, borrowing and risk management under the Office of Finance.

``The financial management area of the new charter provides a tremendous opportunity to improve the structure of city government,'' they stated in the letter. ``Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  deserves the most professional and technologically advanced financial management of any municipality, and it's up to the city leadership to create the vision and give it life.''

The City Administrative Officer currently has authority over estimating revenues, borrowing and managing risks.

The committee meeting is scheduled for 2 p.m. Monday in the City Council chambers.
