PALMDALE - Mayor Jim Ledford is seeking a three-year contract extension and a $5,000 pay raise for City Manager Bob Toone.

Ledford said he will ask the City Council at its meeting Wednesday to extend Toone's contract to Dec. 21, 2005, raise his pay to $176,000 and extend his severance pay Severance Pay

Severance pay is not always paid to employees. It depends on the situation in which the employee is losing their job and whether legislation requires severance to be paid.

``I think he's done a stellar job,'' Ledford said. ``I hope we can reach a consensus and move on.''

He said Toone, who got a $10,000-a-year raise in August, still has the lowest salary of the three city managers in the area. Ledford said extending the severance pay portion of the contract will give Toone some security and keep him from being a target of political contention at the next council election.

Toone's contract will be discussed Wednesday at the request of a newly elected councilman, Richard Loa. Loa said he wants to end anxiety about the city's future direction and leadership.

Loa said the question of whether Toone will continue as city manager is particularly important to business people and the city's management staff.

Loa has not stated his preferences for length of the contract or any changes.

``The exact terms are something I want to discuss with the council and Mr. Toone,'' Loa said Monday.

Loa, accused during the recent election campaign of wishing to fire Toone, said he wants to give him time to fulfill ful·fill also ful·fil
