And an appointee would simply promote the interests of the person who recommended the appointment, Weaver said. ``Any one of us on the council can say this is a great person, when probably the one we propose promotes the agenda we believe in,'' Weaver said. ``And I can't see anybody who's supposed to be running be appointed and then be able to put the word incumbency in·cum·ben·cy n. pl. in·cum·ben·cies 1.
