COUNCIL STEPS UP PLAN FOR DISABLED.

Prodded by the federal government, the Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  voted Friday to accelerate its plan for making 43 city buildings accessible to the disabled.

The council approved a $4 million plan to make its buildings accessible within two years after the U.S. Justice Department threatened to file a civil lawsuit charging the city with violating the Americans with Disabilities Act Americans with Disabilities Act, U.S. civil-rights law, enacted 1990, that forbids discrimination of various sorts against persons with physical or mental handicaps. .

Federal officials were upset that the city is already three years late in complying with the law and, until Friday, had been proposing to take three more years to complete the necessary work.

``In addition to being the right thing to do, this is the legally mandated thing to do,'' Councilman Mike Feuer told his colleagues.

The city has taken far too long to solve a problem that has meant disabled people ``for years have not had access to our basic city facilities,'' Feuer said.

The plan also depends on Proposition DD, which would provide $178 million to improve city libraries, including making them accessible to the disabled.

Because of uncertainty over the ballot measures, the council action Friday called for the city staff to propose an alternative plan if Proposition JJ is rejected.

Councilwoman Laura Chick also briefly questioned a proposed use of $132,000 in sewer-service funds, saying she does not want fees meant for sewer SEWER.
