COUNCIL SHOOTS TO CUT FLUFF AT MONTHLY VALLEY MEETINGS.

After decades of complaints that City Hall downtown is too far removed from the citizens it represents, the City Council on Friday will hold the first of what are expected to be regular monthly meetings at Van Nuys City Hall.

 - and San Pedro and the Westside - all feel like they are forgotten stepchildren," said Councilman Dennis Zine. "This is our first attempt to deal with that issue and bring government to the people."

The proposal to require the council to meet at the refurbished hall came from Councilman Greig Smith Greig Smith is a Los Angeles City Councilman, representing the 12th District, which includes Granada Hills, Northridge and other parts of the Western San Fernando Valley. Smith is also a reserve officer for the Los Angeles Police Department. .

"That's the reason we fixed the building," Smith said. "I want to see the council meet there so it's more convenient to the public. I'd also like to see more council committees and city commissions plan regular meetings in the Valley and other parts of the city."

The key to success, council members said, will be whether the meetings deal with real citywide issues.

"In the past, when we've taken the council to various districts, it was all a song-and-dance show," council President Eric Garcetti Eric Garcetti (born 1971) is the son of former Los Angeles county district attorney Gil Garcetti, and was elected to the Los Angeles City Council in 2001. He was reelected in 2005.  said.

"We would salute local organizations but not really deal with issues of concern to the public or that affect overall city policy. We have to have substance at the meeting for it to work."

Still, substance and the council's Friday meetings haven't always gone hand-in-hand.

 sessions have taken on an increasingly ceremonial tone, with several hours of presentationsand plugs for various public events.

Since becoming president, Garcetti has tried to limit such proceedings, but the sessions still are dominated by presentations of proclamations.

Friday's agenda contains mostly routine items. The council will be using a teleconference system that allows people who show up at downtown council chambers to testify To provide evidence as a witness, subject to an oath or affirmation, in order to establish a particular fact or set of facts.

Court rules require witnesses to testify about the facts they know that are relevant to the determination of the outcome of the case.
