COUNCIL SHAKES UP STAFF DUTIES.

In a shake-up of City Council committees to reflect the panel's new membership as well as political ambitions, council President Alex Padilla Alex Padilla is a politician in California. He was elected as the State Senator for the 20th District of California in November 2006 and was inaugurated in early December. Padilla did it by appointing Councilman Bernard C. Parks Bernard Parks (born December 7, 1943 in Beaumont, Texas) is a member of the Los Angeles City Council, representing the 8th District in South Los Angeles and former Chief of the Los Angeles Police Department.

Parks attended Los Angeles City College, received his B.S.
 - whom Hahn had opposed for a second term as police chief - to head the powerful Budget and Finance Committee, which reviews the mayor's proposed budget.

``I didn't do this to challenge the mayor,'' Padilla said. ``I was looking at someone who has had long experience as the head of the city's biggest department, with the biggest budget and who knows how to watch numbers and be responsible.''

Parks turned out to be one of the key votes in Padilla's re-election as council president this year in a challenge by Councilwoman Wendy Greuel Wendy Greuel is President Pro Tempore of the Los Angeles City Council representing the 2nd District. Greuel was elected in 2002 to fill the remainder of the term of Councilman Joel Wachs. She was elected in her own right in 2003 and reelected in 2007. .

Deputy Mayor Matt Middlebrook downplayed any conflict, saying: ``The mayor looks forward to working with everybody on the City Council to pursue his priorities. ... Having somebody with a knowledge of the city budget like (Parks) has will be a real benefit to everybody.''

Padilla appointed Greuel to chair the Audits and Governmental Efficiency Committee, which she had requested, but removed her from the committee dealing with housing issues.

Padilla also named new Councilman Tony Cardenas Tony Cardenas served in the California State Assembly. In the Assembly, he had the powerful position of chair of the Budget Committee. He is now a Los Angeles City Councilman, representing the 6th district, which includes parts of the San Fernando Valley. , from the central San Fernando Valley San Fernando Valley

Also, Padilla named Cardenas, Greuel and Greig Smith to the Ad Hoc Committee ad hoc committee A committee formed with the purpose of addressing a specific issue or issues, which theoretically is disbanded once its raison d'etre is finished  on Tax Reform.

Antonio Villaraigosa will chair the Transportation Committee; Smith will head the Public Works Committee; and Councilman Martin Ludlow heads the new Conventions, Tourism, Entertainment and Business Committee.

Jan Perry moves to the Environmental Quality and Waste Management Committee, and Tom LaBonge chairs the Arts, Parks, Health and Aging Committee.

Janice Hahn continues as chair of the Education and Neighborhoods Committee, while Eric Garcetti heads the Housing, Community and Economic Development Committee.

Jack Weiss takes over the Information Technology and General Services Committee. Dennis Zine continues as chair of the Personnel Committee while Cindy Miscikowski remains as head of the Public Safety Committee.
