The session will begin at 10 a.m. in Monarch A data capture program from Datawatch Corporation, Chelmsford, MA, (www.datawatch.com), that is used to transfer data from mainframe and minicomputer reports to the PC. It uses report files that contain data ready to print.  Hall at the college, 5800 Fulton Ave. in Van Nuys. People can address the council during the public speaking portion of the meeting.

``By scheduling meetings in local communities like this, we are hoping to bring government closer to the people we serve,'' said Councilman Mike Feuer, in whose district the meeting is being held.

 council has left City Hall to conduct meetings in Woodland Hills, Sylmar and San Pedro.

One of the top items scheduled for discussion is a proposal from Feuer to place a moratorium A suspension of activity or an authorized period of delay or waiting. A moratorium is sometimes agreed upon by the interested parties, or it may be authorized or imposed by operation of law.  on all new billboard permits while the city studies ways to limit the number of such signs as well as restrict their size.

In addition, the council will consider proposals to hire consultants to work with local firms on creating business improvement districts; to develop new parking structures in Studio City; and to place cameras on traffic signals to photograph motorists who speed through red lights.

Also, the council will consider developing a $2.6 million program to enforce laws against illegal dumping as well as a plan to expand its work with Operation Clean Sweep clean sweep n to make a clean sweep (SPORT) → arrasar, barrer
