COUNCIL SEEKS STUDY ON TAX TO FUND POLICE.

The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  on Wednesday Wednesday: see week.  requested that city officials study placing a tax measure before voters next year to expand the Police Department.

The levy, perhaps in the form of a sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government.  or property tax on local residents, would pay for hiring more officers and could come before voters as early as March 2004.

City officials for years have attempted to expand the department only to be stymied by budget concerns. The most recent clash came earlier this year, when Mayor James Hahn's push to increase the police force was rejected by the council in the face of the state's budget problems.

Hahn has expressed concerns that the ballot measure would send a message to state officials that they can cut funds to cities because the money will be recouped from local taxpayers.

Councilman Eric Garcetti Eric Garcetti (born 1971) is the son of former Los Angeles county district attorney Gil Garcetti, and was elected to the Los Angeles City Council in 2001. He was reelected in 2005. , one of the co-sponsors of the motion for a study, said he would want the measure on the ballot only if it were clear that it would increase the size of the police force, rather than simply make up for lost state revenue.

``We wouldn't put this on the ballot if it was about keeping our strength where it is,'' Garcetti said. ``If we can show this would grow the department, then I'm open to it. But I agree with him that Sacramento needs to know they're cutting officers.''

There is no cost or number of officers attached to the measure for now, although Garcetti said he personally would like to hire at least an additional 750 officers to build the force up to 10,000.
