COUNCIL REJECTS MORATORIUM; BUSINESSES MAY MOVE INTO MONTROSE SHOPPING PARK.Byline: Jennifer Hamm Staff Writer A proposed moratorium A suspension of activity or an authorized period of delay or waiting. A moratorium is sometimes agreed upon by the interested parties, or it may be authorized or imposed by operation of law. aimed at keeping large, nonretail businesses from moving into Montrose Shopping Park was rejected Tuesday by the City Council. After a 3-1/2-hour debate, council members decided against approving a measure that would have temporarily prevented businesses of more than 5,000 square feet of space from attaining required city permits. Four votes were needed to pass the ordinance A law, statute, or regulation enacted by a Municipal Corporation. An ordinance is a law passed by a municipal government. A municipality, such as a city, town, village, or borough, is a political subdivision of a state within which a municipal corporation has been and only two council members voted in favor. ``A moratorium is planning by crisis,'' said Councilman Gus Gomez, who did not support the measure. ``These are not new issues. These are very serious issues.'' The primary concern was that large businesses would put the area's quaint quaint adj. quaint·er, quaint·est 1. Large employers would create additional traffic problems that would only make the situation worse, said Councilman Dave Weaver, who proposed the ordinance. Many of the 15 merchants and residents who spoke to the council agreed with the issues, but said that a moratorium would not solve the problem. Locals should work together to hammer out a solution, the merchants said. ``This moratorium is grossly unfair and should be stopped,'' said Joe McClure Jr., president of Montrose Travel, which is expected to move into the shopping area before the end of the year. Some merchants argued that the shopping center shopping center, a concentration of retail, service, and entertainment enterprises designed to serve the surrounding region. The modern shopping center differs from its antecedents—bazaars and marketplaces—in that the shops are usually amalgamated into could not absorb an increase in employees if additional large businesses such as Montrose Travel moved into the area. ``My motivation is to save the little stores,'' said one local merchant. ``If this growth continues, it will strangle Strangle An options strategy where the investor holds a position in both a call and put with different strike prices but with the same maturity and underlying asset. The proposed ordinance was an attempt to postpone post·pone tr.v. post·poned, post·pon·ing, post·pones 1. To delay until a future time; put off. See Synonyms at defer1. 2. That, said McClure, will help local businesses figure out the source of the parking problem. The company will also set up park-and-ride services and a car-pooling program for employees. ``We are taking responsible behavior to solve the problem,'' said McClure. Weaver pushed the ordinance because he fears the shopping center will lose its small-town America feel if large businesses such as Montrose Travel become tenants. ``The trend I see in Montrose is, I think, the wrong way,'' said Weaver. ``It's time It's Time was a successful political campaign run by the Australian Labor Party (ALP) under Gough Whitlam at the 1972 election in Australia. The moratorium is a time out to see where we're at.'' If the ordinance passed, it would have lasted 45 days, with the council having the option to extend it up to two years. |
