COUNCIL REDEFINES POLICE POST.

Byline: Rick Orlov Daily News Staff Writer

The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  approved an ordinance Tuesday giving the LAPD 1. LAPD - Link Access Procedure on the D channel.
2. LAPD - Los Angeles Police Department.
Inspector General's Office the right to provide confidentiality and protection to police officers who file complaints.

The 13-0 vote by the council caps several months of controversy over the role of the inspector general since the resignation of Katherine Mader in a dispute with the Police Commission's Executive Director Joe Gunn.

At the same time, fears were raised over whether the office - designed by the Christopher Commission In Los Angeles, the Independent Commission on the Los Angeles Police Department, informally known as the Christopher Commission, was formed in July 1991, in the wake of the Rodney King beating, by then-mayor of Los Angeles Tom Bradley.  to independently review department operations - could provide protection for whistle-blowers.

``It establishes a citywide policy that says retaliation RETALIATION. The act by which a nation or individual treats another in the same manner that the latter has treated them. For example, if a nation should lay a very heavy tariff on American goods, the United States would be justified in return in laying heavy duties on the manufactures and  will not be countenanced,'' Councilman Mike Feuer said. ``The second issue here is it deals with the practical realities of how the reporting of problems in the department takes place.''

Police Chief Bernard C. Parks Bernard Parks (born December 7, 1943 in Beaumont, Texas) is a member of the Los Angeles City Council, representing the 8th District in South Los Angeles and former Chief of the Los Angeles Police Department.

Council members said Parks' action did not eliminate the need for a law.

Controversy over the role of the inspector general developed late last year when Mader quit her post, saying she felt she was not being given enough independence.
