COUNCIL QUESTIONS PARKS ON SHOOTING; CHIEF MEETS PANEL IN CLOSED SESSION.

Representatives of the City Attorney's Office said the council was advised to hold the closed session because of the possibility of a lawsuit against the city due to the death.

``I think everybody finds that to be quite disturbing what has happened,'' said Councilman Mark Ridley-Thomas. ``It is not a very pleasant matter at all. And I think it cannot be established at this time that it was a good shooting.''

Police officials said their inquiry is unfinished.

``The investigation is continuing and all aspects of the incident, including what led up to the confrontation, will be thoroughly investigated and reviewed at the highest level,'' said Police Cmdr. Dave Kalish.

Mitchell evaded the officers and yelled for them to leave her alone, then stopped and faced them a block away, using her shopping cart as a barrier, according to the report.

The police dismounted their bicycles, and Mitchell wielded a 12-inch screwdriver, threatening to kill them if they approached, the report said.

As Larrigan prepared to spray Mitchell with chemical spray, a motorist tried to intervene. Mitchell fled, and the officers followed her on foot. Larrigan began to radio for help, when Mitchell lunged toward him with the screwdriver.

He dropped to a crouch and fired one shot through her chest, the report stated.
