Skateboarders and in-line skaters will be required to wear helmets, elbow pads and kneepads under the ordinance A law, statute, or regulation enacted by a Municipal Corporation.

An ordinance is a law passed by a municipal government. A municipality, such as a city, town, village, or borough, is a political subdivision of a state within which a municipal corporation has been

``It's just something that's required by the state,'' Jones said. ``It protects the city from liability.''

The skate park will be at the new Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  Sports Complex off Golden Valley Road in Canyon Country. The design includes rails, curbs, jumps and bowls and will have two levels, one for beginners and the other for more experienced skaters.

The city is exploring whether it can charge skaters for use of the park - a request made by Mayor Jan Heidt.

A fee would help skaters respect the facility, Heidt said.

``When you charge kids money, they tend to take care of things,'' Heidt said. ``And it's not fair (to not charge them) since you have to pay for swimming.''

But the city attorney has warned that charging an entrance fee could make the city responsible for ensuring their safety, Heidt said.

``It's something we're researching,'' Jones said. ``But at this point, there won't be a charge because you lose liability protection. When you ask for a fee, it's like acknowledging - I'll make sure there are safety measures in place.''
