COUNCIL OKS LAND DEAL IN THOUSAND OAKS.

THOUSAND OAKS Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  - The City Council has approved a land and building rights swap with three developers, despite the objections of Dos Vientos Ranch residents who claim the agreement will damage their quality of life.

, who brokered the deal, said the city has no other option if it wants to prevent the development of 147 homes on the plateau because it cannot afford the $150 million price tag to buy the land.

``This accomplishes a long-standing community goal,'' he said after the meeting. ``There was no feasible alternative available to acquire the Western Plateau and protect it from development. And we're providing three distinct housing types that will provide the needs for a variety of income levels in the community.

``This is nothing to be concerned about with regards to a negative impact at the Dos Vientos Ranch,'' he said.

Under the plan, the Conejo Open Space Conservation Agency will gain control of the plateau, just southwest of Hill Canyon, which links 95 miles of locally managed trails and is home to a variety of wildlife and endangered en·dan·ger

Dos Vientos developers, in turn, may scrap plans for 350 affordable apartment units in favor of plans by Miller Brothers for 171 higher-priced condominiums and Operating Engineers for 72 large homes on a parcel designated for 12 estate homes.
