COUNCIL OKS CIVIC CENTER MASTER PLAN AS BUDGET WOES MOUNT, CITY DELAYS FACILITY'S FUNDING.

BURBANK - The Burbank City Council unanimously approved the first phase of a Civic Center master plan Tuesday.

But citing the state's budget problems, the council members did not move to allocate $25.5 million from bonds and the general fund for the Development and Community Services Building.

The three-story, 68,500-square-foot structure, bounded by Glenoaks Boulevard, Third Street, and Olive and Orange Grove avenues, is planned to include a one-stop permit center, a public information office, a 125-seat community room, and several of the city's agencies, including the Public Works public works

Other council members agreed that because of the state's budget problems it isn't wise to move forward with such a project now.

``My sense right now is that we are not going to be able to build this building in the near future,'' said Councilman Jef Vander Borght. ``I am hesitant to proceed on this schedule until we know where we are in the state economy.''

Even before the earthquake, the City Council had been working on plans for a new civic center, slowly purchasing the land it has now.

If the council had approved the budget Tuesday, construction had been set to begin in September, with completion targeted for December 2004.

It is now unclear when the project with go forward.

``I think we're better off staying in the trailers a little longer,'' said Vander Borght.
