COUNCIL OKS $1.7 MILLION TO END CASES.

 and dumping at a Carson landfill mentioned as a potential home for professional football.

Both settlements were approved 14-0.

In a Rampart Division scandal case, the council agreed to a settlement of $275,000 to David Lozano, said City Attorney's Office spokesman Eric Moses. Lozano spent 30 months in jail based on an improper arrest.

Also, the council agreed to a settlement of $165,000 to Florentino Lopez Lara in a second incident. Lara spent 18 months in jail after a 1993 arrest by former Officer Rafael Perez, the key figure in the scandal.

In the Carson case, the city will pay $1.25 million in an agreement with federal authorities and 32 other cities that used the landfill to dump toxic wastes toxic waste is waste material, often in chemical form, that can cause death or injury to living creatures. It usually is the product of industry or commerce, but comes also from residential use, agriculture, the military, medical facilities, radioactive sources, and  until 1965.

The 157-acre site is being studied by the National Football League as one of three area sites for a stadium for a professional football team.
