COUNCIL MULLS HOW TO SPEND ITS SURPLUS SALES, OTHER TAXES RAISE EXTRA $4.4 MILLION FOR CITY.

Tourism and the entertainment industry are central to its economy; several motion-picture studios and television headquarters are here. Burbank's aerospace industry collapsed with the end of the Cold War.  - Lean budget times have given way to a $4.4 million surplus in city coffers, and officials are debating whether to spend the money now or save it for future years.

The surplus is the result of higher-than-expected revenue from taxes levied on sales, hotel rooms, airport parking and property. Still, officials worry about deficits in coming years, including a projected $4 million gap in fiscal 2008-09.

``I'm definitely in agreement that we should put aside as much of this money as possible for future budget deficits,'' Councilman Jef Vander Borght said Wednesday.

City staffers recommend spending the $4.4 million to help build the proposed Community Services Building and Robert Ovrom Park, and to fund the replacement of the police records management system.

``There are so many other projects out there. I think these (two) projects will go on without these funds. We'll have to tighten our belt, we'll have to make some changes, but we'll go on,'' Vander Borght said.

The City Council asked Tuesday night for a list of projects and programs on which it could spend the $4.4 million. City staffers are expected to report back Jan. 25.
