COUNCIL MOVES TOWARD ELECTION.Byline: Jason Kandel Staff Writer BURBANK - The City Council has declared vacant the seat of former Councilwoman Stacey Murphy, who resigned after being charged with drug possession and child endangerment in an investigation linked to the Vineland Boys street gang. The move clears the way for the council to pass an ordinance at its Sept. 27 meeting calling for a special election to fill the vacancy. Murphy, 47, resigned Aug. 30, after being charged with felony cocaine possession and misdemeanor child endangerment. She has pleaded not guilty. She was linked to Vineland Boys when police doing a search of a reputed gang member's home found a gun that was registered to the former councilwoman's boyfriend, Scott C. Schaffer. Police said Schaffer told them he had stored weapons at Murphy's Lima Street home. During a July 13 search of her home, police found three guns registered to Schaffer, hundreds of rounds of ammunition and two plastic bags of cocaine, court documents show. She was booked on suspicion of child endangering because the guns and ammunition were accessible to her 12-year-old son, police said. Schaffer, a Glendale businessman, is accused of trading guns for cocaine with Vineland Boys. He has pleaded not guilty to federal gun and drug charges.
