COUNCIL MAY KILL GYM PACT; CONTRACTOR FACES CRIMINAL CHARGES.Byline: Patrick McGreevy Daily News Staff Writer Two Los Angeles City Council rescind v. a decision by the Parks Commission to award a $1.77 million contract to a firm facing criminal charges for allegedly bilking the city out of $35,000. Council members Cindy Miscikowski Cindy Miscikowski represented the 11th District on the Los Angeles City Council for two full terms from 1997 through 2005. Previously, she was an aide to Councilman Marvin Braude and the Executive Director of the Skitball Cultural Center in its beginning stages. and Mike Hernandez submitted the motion to invoke the council's power to intervene in the decision made by the Parks Commission on Feb. 18 and affirmed April 1. The council will consider the motion next week. Miscikowski and other council members said they believe the contract to build a gymnasium at the Pacific Palisades Palisades, cliffs along the west bank of the Hudson River, NE N.J. and SE N.Y., extending from N of Jersey City, N.J., to the vicinity of Piermont, N.Y., with a general altitude of from 350 ft to 550 ft (107–168 m). Recreation Center should be taken away from Agoura Hills-based Guy Construction Co. and the firm's head, Moshe Levy Moshe Levy is an author, and a survivor of the Israeli destroyer named "Eilat". Moshe was born in Iraq in 1948. In 1951, he fled as a child with his parents from Iraq in an airlift organised by Israel, where he now lives with his family. , because of pending criminal charges of grand theft and conspiracy involving city funds provided for earthquake repairs on a Northridge apartment building. ``There is now a cloud over cloud over Verb 1. The motion by Miscikowski and Hernandez asks the council to rescind the contract and award the job to the second-lowest bidder, Begl Construction, whose bid was $8,738 higher than the bid by Guy. Hernandez said he has not decided whether the contract should be rescinded but wants to know why the Parks Commission reaffirmed its award to Guy even after learning of the criminal charges against Levy. ``I think it should be reviewed so we understand what we're doing, Hernandez said. Council members are troubled that the Parks Commission did not know on Feb. 18, when it first awarded the contract, that the City Attorney's Office had filed the criminal charges one day earlier. Parks Commission President Steven Soboroff said it is unfair to remove a contract from a company before a court makes a determination of guilt or innocence. Miscikowski and others, however, say the city's bidding rules allow decisions to be based on whether it is reasonable to give a bidder a job. |
