THOUSAND OAKS Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  - The City Council has decided against raising the cap on campaign contributions from $250 to $260 - a cost-of-living increase - but voted unanimously to clarify the ordinance A law, statute, or regulation enacted by a Municipal Corporation.

An ordinance is a law passed by a municipal government. A municipality, such as a city, town, village, or borough, is a political subdivision of a state within which a municipal corporation has been

unless there is an enforcement mechanism, particularly on forms that are not filled out,'' said Parks.

In the last election one candidate received a contribution that surpassed the $250 limit and some forms were missing names and occupations of contributors, Parks said.

However, Councilman Michael Markey said making sure campaign reports are completed is not the city's job.

``That is the job for the Fair Political Practices Commission,'' Markey said. ``We are not the enforcement agency.''

City Attorney Mark Sellers said those who feel there is a violation can bring individual civil cases or go to the district attorney.

Council members also were satisfied with keeping the $250 cap on campaign contributions. The limit was passed in 1998 to avoid any hint of corruption.

Additionally, Sellers reported that the city could not regulate slate candidates, as the council had suggested might be done, because it would be unconstitutional unconstitutional adj. referring to a statute, governmental conduct, court decision or private contract (such as a covenant which purports to limit transfer of real property only to Caucasians) which violate one or more provisions of the U. S. Constitution. . Council members had been concerned that slates - two or more candidates banded together to seek office - held an unfair financial advantage over individual candidates, and asked the city attorney to see if the slates could be regulated.

Sellers said the only possible area for regulation would be for more disclosure - slates would have to register with the city clerk In the United States, a City Clerk is an elected or appointed official who is responsible as the official keeper of the municipal records. In some places, the Clerk may be known as the "Village Clerk" or "Town Clerk".  and disclose any joint campaign expenditures.

The council opted not to go in that direction.

``My only concern is the logistics burden on the City Clerk's Office,'' said Markey, who had initially suggested looking into regulations.
