COUNCIL HOPEFUL FILES COMPLAINT OVER 2 RIVALS.

Just days before the City Council election, candidate Marshall Dixon filed a complaint Friday with the state claiming opponents Linda Parks For the DC Comics character, see .

The complaint contends that Parks didn't disclose paying her filing fee from personal funds and that Parks and Del Campo didn't properly disclose the source of two mailers. Dixon said the issues raise doubts about their abilities if elected.

``If this is the way they handle this kind of affair, how are they going to be able to handle a $63 million budget?'' Dixon said. ``Are they going to disregard the rules when they're not convenient for them?''

Parks defended both campaigns, which have combined efforts to win the two council seats that will be filled in Tuesday's election. Parks also criticized Dixon for including the election law charges in a mailer (1) An e-mail program. See e-mail program.

``They're trying to make the campaign the issue. The complaint was mailed to the Fair Political Practices Commission on Friday. The commission doesn't comment on complaints, but a spokesman explained the laws involved in the Dixon's charges.

The spokesman, Gary Huckaby, said a candidate must disclose payment of a filing fee from personal funds if that candidate raises or spends more than $1,000 during the campaign.

Huckaby said mass mailings by two or more candidates who split expenses must include the candidates' names or the name, address and city of their committee.

Dixon and Parks have different interpretations of whether Parks followed state election laws.
