PALMDALE Palmdale, city (1990 pop. 68,842), Los Angeles co., S Calif., in the irrigated Antelope Valley; a growing residential suburb of Los Angeles near Little Rock Creek where it forms Lake Palmdale Reservoir, inc. 1962.  - In a surprise move, businessman Rick Norris withdrew his name from consideration as a possible appointment to replace Shelley Sorsabal on the City Council and is asking the council to appoint Sandy Corrales Corrales can refer to: People

Saying that the city cannot function with just three members, Norris said the council needs to appoint Corrales, a Palmdale Chamber of Commerce leader who finished just behind Kevin Carney car·ney

 in last November's council election.

``I believe she can also bring balanced representation to the City Council,'' Norris said, citing Corrales' strong showing in November and her experience on the city's planning commission Noun 1. planning commission - a commission delegated to propose plans for future activities and developments

Norris, who made an unsuccessful run for mayor in the last election, said he plans to seek a council seat in the upcoming November election to fill Carney's vacant seat.

Sorsabal resigned on Monday, stating she wanted to spare her family and the city the pain of a recall campaign. The council was already down one member because of the January resignation of Carney, who is awaiting trial on child molestation Child molestation is a crime involving a range of indecent or sexual activities between an adult and a child, usually under the age of 14. In psychiatric terms, these acts are sometimes known as pedophilia.  charges. Carney has denied the charges, but said he needed to step down from the council so he could focus on his legal defense.

Corrales finished just 97 votes behind Carney in the Nov. 2 election.

In January, the City Council opted to leave Carney's seat vacant until the upcoming election, saying that the voters should decide how to fill a term with so much time left on it. The Carney term expires in November 2003.

Corrales, a Palmdale businesswoman, had lobbied unsuccessfully in January that she be given the Carney slot based on her strong showing in November.

With a short term to fill, the council might be more willing to look at an appointment, said Councilman Mike Dispenza. Corrales would be a viable candidate, Dispenza said.

``We would certainly be looking at her,'' Dispenza said. ``A lot of people voted for her. She's got a lot of experience.''

If the council opts to go with an appointment, they should look at a pool that includes former council members, such as Joe Davies, and present planning commissioners, Mayor Jim Ledford said.

``Our council is a little light on experience. Experience should be the determining factor,'' Ledford said.

Corrales could be considered in that pool.

Ledford said, however, that he believes the council could function with just three members until November.

``I'm prepared for the voters to make the decision,'' Ledford said.

The City Council will begin considering how to fill Sorsabal's term at special meeting on Tuesday.
