COUNCIL FACES COPPER CURTAIN CHOICES; COST TO WEIGH HEAVY IN FINAL DECISION ON ARTS PLAZA MURAL.

Byline: Michael Coit Daily News Staff Writer

Three clear choices face the City Council when it returns to resolve the quandary over the Copper Curtain on the Civic Arts Plaza, and cost will figure as prominently as artistic merit Artistic merit is an English language term that is used in relation to cultural products when referring to the judgment of their perceived quality or value as works of art.

.

The least controversial option might be suspending the city's seal of an oak tree in front of the curtain. That was the top choice among participants given eight options in a recent phone poll the city conducted.

The second and third choices - the plaza's muse logo and a bucolic hillside scene - come from designers with far different views of the Copper Curtain. Architect Cynthia Grant said suspending a metal silhouette silhouette (sĭl'ĕt`), outline image, especially a profile drawing solidly filled in or a cutout pasted against a lighter background.  of her muse on the left side of the curtain would be a positive addition. ``This is the kind of decision where it's not a right or wrong,'' said Tom Mitze, the city's theaters' director and director of the phone poll. ``It's really an artistic decision that's going to be influenced by this poll and the cost and feasibility. Now it's in the council's hands.''

Mitze said he will present the phone poll results at one of the council's September meetings. The council then is expected to have city staff study costs for one or more of the options before making a final decision.

The phone poll conducted from July 21 through Aug. 3 generated more than 6,300 calls. There were far more calls for the three leading options.

Placing fifth among callers was the oak tree branch overlay selected by participants in a previous phone poll. That poll featured three abstract designs that local architect Francisco Behr submitted to a committee the council appointed to recommend a fix for the curtain.

The council decided to conduct the second phone poll featuring additional choices after residents and some council members criticized the oak tree branch overlay, comparing the branches to lightning bolts Lightning bolt may refer to

Grant, who designed the muse for a competition five years ago, said she is ready to work with the city at no cost to incorporate the logo featuring a Greek goddess into the curtain.

``If the muse goes and they want it big on the curtain, I have my own ideas of how I'd like it done. I wouldn't want it just stuck up there,'' said the Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Sievertson was pleased to learn his mural design received so many votes. But he contended the lack of a clear public consensus might mean the council should leave the curtain alone, even though he doesn't like it.

``I think what the poll has shown is that there's not a clear front runner front runner nfavorito/a
