COUNCIL EXTENDS HAND TO CITY ANNEXATION AMONG OPTIONS POSSIBLE.

Byline: JUDY O'ROURKE Staff Writer

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  -- The West Ranch Town Council, representing Santa Clarita Valley's burgeoning west side, has formed a committee to look into governance options -- to form its own city, keep the status quo [Latin, The existing state of things at any given date.] Status quo ante bellum means the state of things before the war. The status quo to be preserved by a preliminary injunction is the last actual, peaceable, uncontested status which preceded the pending controversy.  or look at annexing to Santa Clarita.

The council has been incubating the matter for a couple of years and with some fresh blood and renewed community talk about the future of the west side, the time has come.

``The reason for doing this is to extend an olive branch olive branch

out to talk to the city,'' said Town Council member Dave Bossert Dave Bossert is the Creative Director for Special Projects at Disney Animation. He studied at the Character Animation program at CalArts. Among his classmates were Joe Ranft, Butch Hartman, Ralph Eggleston, and Ann Telnaes, among others. , who sits on the committee. ``In the past, we have initiated conversations, but the city doesn't follow through on continuing discussions.''

Some question whether Stevenson Ranch Stevenson Ranch, California (in the 91381 ZIP Code) is a Los Angeles County, USA, unincorporated community west of Santa Clarita a few miles south of Six Flags Magic Mountain amusement park. The Stevenson Ranch fountain was redone in 2007.  has the population or sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government.  muscle to finance cityhood.

To that end, the committee is exploring whether enough sales tax revenue is generated by businesses on the commercial strip along The Old Road, including the Valencia Marketplace, and Six Flags California's Magic Mountain and Hurricane Harbor. Bossert said the information is essential for discussing all options on the table.

``What is the economic impact of the West Ranch communities on the entire Santa Clarita Valley The Santa Clarita Valley is the valley of the Santa Clara River in Southern California. It stretches through Los Angeles County and Ventura County. Its main population center is the city of Santa Clarita. The valley was part of the 48,612-acre (19,672. ?'' he asked.

A speed bump along the road to cityhood could be that The Marketplace was sold by The Newhall Land and Farming Company The Newhall Land and Farming Company is a land management company based in Valencia, California, United States. The company is responsible for the master community planning of Valencia, as well as the management of farm land elsewhere in the state.  on the condition that it not be annexed without county approval, said Marlee Lauffer, a spokeswoman for Newhall Land.

Wendy Goldberg, a spokeswoman for Six Flags Corp., which owns Magic Mountain, would not comment on annexation. In the past, however, the theme park has resisted city efforts to annex.

Another stumbling block could be the removal of a longtime provision that gave cities seed money to incorporate. The subsidy offered new cities a financial leg up for seven years by assessing vehicle license fees based on three times the number of registered voters instead of the amount of registered vehicles.

Revenues from the vehicle tax pay for city and county services. The measure was eliminated by the state Legislature in 2004.

A law enacted last month would provide a five-year declining boost of money from vehicle in-lieu fees through 2009 for new cities. To aid new cities in forming, the state has added funds to the mix from a traditional source.

The head of the regional agency that rules on municipal boundary changes said on its face, city formation is not an unreasonable option.

``There are so many variables, it's absolutely impossible to make a determination if the (vehicle fee) will take them over that hurdle, if there is a hurdle,'' said Sandor Winger, executive officer of the Local Agency Formation Commission. ``We can't determine what that breakeven point is until we have an application.''
