COUNCIL EXPECTED TO VOTE ON L.A. EMPOWERMENT UNIT.

A city panel recommended Tuesday the immediate creation of a Department of Neighborhood Empowerment to speed the formation of advisory councils throughout Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. .

The new department, called for in the new voter-approved city charter, is expected to hold hearings around the city and come up with plans on how to create a series of neighborhood councils Neighborhood councils are governmental or non-governmental bodies composed of local people who handle neighborhood problems. They can be found in many cities throughout the world.  - perhaps as many as 35 - to give input into how city resources should be allocated in their areas.

``This can do more to get the public involved in our decision-making than anything else in the new charter,'' Councilman Joel Wachs Joel Wachs served for several terms as Los Angeles City Councilman for the 2nd district. He was first elected by defeating incumbent James B. Potter.

While in office, Wachs chaired the Public Works Committee and vice-chair of the Environmental Quality & Waste Management
 said after the council's Government Efficiency Committee adopted a measure creating the department.

``I think this is the most critical part of the charter and I think people are looking to us to make sure we do this right.''

The full City Council is scheduled to consider it July 9.

Also on Tuesday, Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002.  announced he is beginning a nationwide search to find a person to head the new agency.

The post is exempt from the Civil Service System and is subject to confirmation by the council. Riordan said the pay will range from $99,786 to $149,689 a year.
